Announcing in 2024: EMAP Baseline Assessment Interest Opportunity

The Emergency Management Accreditation Program (EMAP) would like to take an opportunity to share information with you regarding the Baseline Assessment Program. This program is a grant-funded project through FEMA and is available to the most populous local jurisdictions in the country.

The purpose of the Baseline Assessment Program is to utilize the EMAP Independent Peer-Review Process to apply the National Standards and Assessment Methodology to States, Locals, Territories, and Tribal Programs (SLTTs). The goal of the Baseline Assessment Program is to enhance Emergency Management Programs and their capabilities by applying credible standards and peer-review processes. An  “Emergency Management Program” is defined as a jurisdiction-wide system that provides for the management and coordination of prevention, mitigation, preparedness, response, and recovery activities for all hazards. The system encompasses all organizations, agencies, departments, and individuals responsible for these activities.

The Baseline Assessment Program will follow the proven peer-review process used by EMAP in assessing programs since 2003. Project participants will select an Accreditation Manager responsible for coordinating the analysis of the organizations' activities, documents, plans, and procedures compared with the Emergency  Management Standard, gathering, and organizing supporting documentation of compliance, and coordinating the on-site assessment. The Accreditation Manager serves as the lead for completing the Self- Assessment and as the principal contact between the Program and EMAP.

If you are interested in your Program participating in a Baseline Assessment Program from September 2023-August 2024, please submit the interest form.

What's New with EMAP Subscriptions?

EMAP has partnered with PowerDMS to provide Subscribed Programs with a new platform to assist with continuously improving their Emergency Management Programs. Subscription is the first step in the Accreditation Process; however, it does not commit a Program to seek Accreditation. Subscribing allows a Program to map its policies, plans, procedures, and processes against the  Emergency Management Standard and the  Urban Search and Rescue Standard.  The PowerStandards Tool allows a Program to complete its Gap Analysis and Self-Assessment.

The PowerStandards Tool allows Programs the ability to electronically capture and streamline self-assessments. Key components of the PowerStandards Tool are:

  • Electronic Standards Manual
  • Standards Mapping
  • Standards Assignment
  • Content Linking
  • Upload Attachments
  • Automatic Notifications
  • Digital Highlighting
  • Dashboards
  • Exportable Reports
  • Mock Assessment/Survey Capabilities
  • Task Management
  • Side-by-Side Comparison
  • Bulk Copy Tasks
  • Bulk Copy Attachments
  • Bulk Upload of Documents (up to a certain amount)
  • 5 Lite Policy Licenses
  • Self-paced Learning Portal
  • Access to Webinars
  • Online Self-Help Training Videos and Quick Sheets
  • Access to the Service Desk for Questions/Assistance

If your Program is interested in an EMAP Subscription, please complete the Subscription Form or for more information, contact EMAP personnel at emap@emap.org.

Business Consultant Initiative Training

EMAP hosted a successful Business Consultant Initiative Training in January 2023, and we are excited to announce we will be hosting another training on August 30-31, 2023.  Emergency Management Programs at all levels of government and the private sector utilize consultants to develop plans, procedures, and capabilities. Emergency Management Programs frequently reach out to Emergency Management Accreditation Program (EMAP) Staff for guidance regarding the management of consultants that have been awarded contracts. Some Emergency Management Programs have incorporated the ANSI/EMAP 5-2022 Emergency Management Standard into request for proposals (RFP); however, many consultants do not have a strong enough background in the ANSI/EMAP 5-2022 Emergency Management Standard to address the RFP’s requirements, thus affecting the Emergency Management Programs’ compliance. Many consultants have specializations that they advertise to their customers. However, in order to understand how the Emergency Management Standard can apply to specific projects and/or plans, consultants need to have a holistic understanding of the Emergency Management Standard, the cascading nature of the standards, and the role of the Emergency Management Program. Consultants that successfully complete the training will be featured on the Business Consultant Initiative website. Each consultant will have their own profile which will feature a current picture (for easy recognition at conferences and training), contact information, and their consulting firm. Consultants would have the ability to login and describe the services that they provide to their clients.

Register here for the August training. For more questions on the Business Consultant Initiative, please contact EMAP at emap@emap.org.
